The Advisory Panel is scheduled to convene once a year. Apart from attending the panel\u2019s meetings, its members are available for consultation by electronic means throughout the year. The expertise of the advisors guarantees the high-quality output of the CBR\u2019s work. The advisors perform their function for free.<\/h3>\n

George Kopits<\/a>\u00a0<\/span><\/h2>\n

(2013 - now)<\/p>\n

He has longstanding experience in the area of fiscal and monetary analyses. He began his carrier with the U.S. Treasury Department, then he worked for almost 30 years for the International Monetary Fund. He led numerous missions to various countries of the world and co-authored key IMF publications in the field of fiscal transparency and fiscal rules (e.g., the Kopits-Symansky criteria). Later on, he was appointed as a member of Hungary\u2019s fiscal council.<\/p>\n

In the recent past, he has been active particularly in the area of fiscal councils. After his term at the helm of the Fiscal Council of Hungary, he accepted membership in the Portuguese fiscal council. In addition to his public engagements, George Kopits is active as a scholar at the Woodrow Wilson International Center and Central European University.<\/p>\n<\/div>\n<\/div><\/div><\/div>

Kevin Page<\/a><\/h2>\n

(2013 - now)<\/p>\n

He graduated in economics at Queen's University; in 2008-13 he served as the first-ever Parliamentary Budget Officer in Canada. He is the founding President and CEO of the Institute of Fiscal Studies and Democracy at the University of Ottawa.<\/p>\n

He had worked for more than 27 years for public institutions in Canada, mainly in the field of economic and fiscal analyses. He served at three major central agencies: Finance Canada, Treasury Board Secretariat and\u00a0Privy Council Office.<\/p>\n<\/div>\n<\/div><\/div><\/div>

Daniele Franco<\/a><\/h2>\n

(2013 - now)<\/p>\n

Italian economist, central banker, civil servant. In 2023, he was nominated as the Italian candidate to succeed the president of the European Investment Bank. In 2021 - 2022, he held the position of Italian Minister of Finance and Economy, before that he served as the Director General of the Bank of Italy, where he previously served as the Executive Director of Economic Research and International Relations and as the Head of the Public Finance Division. He also shortly worked in the European Commission. <\/span><\/p>\n

He has written books on public spending, social security and fiscal rules in Europe. In addition, he has numerous publications on budgetary policy, fiscal federalism, intergenerational accounting, taxation of financial assets or income distribution. He is the co-author of the proposal for the establishment of a fiscal council in Italy. <\/span><\/p>\n

His membership in the Panel of Advisors was suspended due to incompatibility of functions in 2021-2022.<\/span><\/p>\n<\/div>\n<\/div><\/div><\/div><\/div>

Roel Beetsma<\/a><\/span><\/h2>\n

(2023 - now)<\/p>\n

Dean of the Faculty of Economics and Business of the University of Amsterdam and Professor of Macroeconomics. He is also a Member of the European Fiscal Board and Research Fellow of the CEPR and CESifo. He is a member of the Supervisory Board of the pension fund for the Dutch retail sector and of the Supervisory Board of ASR Vermogensbeheer.<\/p>\n

He has held visiting positions at DELTA (Paris), the University of British Columbia (Vancouver), the University of California in Berkeley, Copenhagen Business School and the EUI Florence. He has been a consultant for the ECB, the European Commission and the IMF. He was the Chair of a Dutch government commission on the European economy and of a Dutch government commission on second-pillar pensions. His research has been widely published in such journals as the American Economic Review, the Journal of Economic Literature and the Economic Journal.<\/p>\n

Richard van Zwol<\/span><\/a><\/h2>\n

(2023 - now)<\/p>\n

Chair of the Network of EU Independent Fiscal Institutions.\u00a0Richard van Zwol (1965) has been a state councilor in the Netherlands Council of State since 1 October 2017. From 2013 to 2017 he was Secretary General of the Ministry of the Interior and Kingdom Relations. In 2007-2011 he held that position at the Ministry of General Affairs and in 2011-2013 at the Ministry of Finance.<\/p>\n

Before that he was a civil servant at the Ministries of Finance, the Interior and Kingdom Relations and General Affairs. He has served as a social-economic and financial adviser and adviser on constitutional and constitutional affairs<\/p>\n<\/div>\n<\/div><\/div><\/div>

First Meeting of the Advisory Panel<\/div>\r\n <\/div>\r\n

The first meeting of the Advisory Panel to the CBR took place on October 4, 2013, in Bratislava. The advisors together with the members of the Council for Budget Responsibility discussed issues ranging from the fiscal framework of the CBR, its economic models, measuring the output gap and structural balance of public finances, OECD principles for independent fiscal institutions as well as long-term sustainability of public finance.<\/p>\n

Fourth Meeting of the Advisory Panel<\/div>\r\n <\/div>\r\n

The fourth meeting of the Advisory Panel to the CBR took place on October 5th, 2018, in Bratislava. The advisors with the members of the Council for Budget Responsibility discussed macroeconomic forecasting, budget nowcasting, communication strategy, debt sustainability, expenditure ceilings and evaluated fiscal consolidation strategies at the CBR.<\/p>\n

Fifth Meeting of the Advisory Panel<\/div>\r\n <\/div>\r\n

\r\n

The fifth meeting of the Advisory Panel took place for the first time virtually, on 16 September 2020. Besides the format change, there has been a personal change – Jeronim Zettelmeyer<\/a> resigned since he works for the International Monetary Fund. Holly Sutherland<\/a>, Professor Emeritus of the University of Essex, accepted the invitation to become one of the Advisors.<\/p>\n

This year’s agenda had two main topics:<\/p>\n
